Consultation on Gasgrid Finland’s proposal to change the existing balancing rules

The Finnish Energy Authority has received a proposal from the TSO in respect of the new balancing rules. With this consultation, the Energy Authority provides the opportunity for all network users to express their views on the new balancing rules until 23 June 2020.

Background

In 2019, the Finnish Energy Authority approved the balancing rules that have been applied by the Finnish gas transmission system operator Gasgrid Finland Oy (‘TSO’) from the beginning of January 1, 2020.  After the balancing rules entered into force, however, the TSO has found out that the balancing rules, and especially the daily imbalance charges, do not incentivize network users enough to manage their balancing position. Therefore, the TSO has proposed to change the existing rules to better incentivise network users to balance their inputs and off-takes. 

Consultation

The Finnish Energy Authority has received a proposal from the TSO in respect of the new balancing rules. With this consultation, the Finnish Energy Authority provides the opportunity for all network users to express their views on the new balancing rules. The comments on the proposed rules shall be submitted in writing to the Finnish Energy Authority to [email protected] (copy [email protected]) no later than June 23, 2020. Should the submitted statement contain any confidential material, the submitting party shall mark this as confidential and in addition submit a public version where the confidential parts are omitted.

It should be noted that the official version of the balancing rules is written in Finnish. Therefore, the English version of the rules is non-binding and for informational purposes only.
