Verified emissions from the Finnish EU ETS installations fell by 2.1 million tonnes in 2024

Verified emissions from the Finnish installations under the EU ETS were 13.3 million tonnes in 2024. The reported emissions fell by 13.6% from the previous year.

The consumption of natural gas grew by 6% compared to the previous year (calculated as energy). The consumption of peat fell by 33%, and the consumption of coal fell by 47% compared to 2023 (calculated as energy). The use of renewable fuels, which meet the sustainability criteria, remained at the previous year’s level.

The development of emissions is influenced by, among other things, weather-related fluctuations in the demand of heating energy, electricity consumption and domestic electricity production, and the production volumes of the process installations included in the EU ETS. Total energy consumption increased slightly in 2024. Domestic electricity production remained almost unchanged and net electricity import almost tripled compared to 2023, although it was at a low level compared to previous years.

All installations included in the EU ETS must submit a verified emissions report covering the previous year´s emissions by 31st of March. For 2024, all 513 installations submitted their emissions report by the deadline.

Waste incineration plants reported emissions data for the first time in 2025. All nine plants submitted verified emissions reports covering 2024 by the deadline. The emissions from waste incineration plants totaled one million tonnes of carbon dioxide. The emissions from waste incineration plants are not included in the total emissions or other statistic. The emissions data from waste incineration is presented in a separate attachment.
