Auctions

The Energy Authority is the Finnish auctioneer, i.e. it is responsible for the auctioning of Finland’s share on the EU’s common auction platform. The Energy Authority receives the income to Finland from the auctions and enters it as revenue for the state.

In general emissions trading system ETS1, emission allowances are mostly allocated through auctions. Some emission allowances will also be allocated free of charge to operators in certain sectors, but the share of free allocation will decrease and the share of auction will increase towards the end of the emission trading period (2021-2030). European Energy Exchange (EEX), which operates in Germany, is responsible for the practical implementation of the auctions.

Auctioning of allowances in ETS2 will start in 2027 and will follow broadly similar procedures to those that are applied in ETS1.
