EU EMISSIONS TRADING SYSTEM
Emissions trading is EU's joint tool to reduce climate emissions. The EU Emissions Trading System (EU ETS) consists of to two separate trading systems:
- General Emissions Trading (ETS1): in operation since 2005 covering installations maritime and aviation sectors
- Emissions Trading for Fuels (ETS2): emissions trading for fuel released for consumption will be phased in gradually from 2025 onwards
The Energy Authority is Finland’s national emissions trading authority responsible for permits, registers and supervision, as well as for the auctioning of emissions allowances. It also approves emissions trading verifiers. The Finnish Transport and Communications Agency (Traficom) is responsible for emissions trading regarding air traffic and maritime in Finland.
Verified emissions from the Finnish EU ETS installations fell by 1.4 million tonnes in 2025
Verified emissions from the Finnish installations under the EU ETS were 11.9 million tonnes in 2025. The reported emissions fell by 10.5 % from the previous year.

Verified emissions from the Finnish installations under the EU ETS were 13.3 million tonnes in 2024. The reported emissions fell by 13.6% from the previous year.
