Verified emissions from the Finnish EU ETS installations fell by 1.4 million tonnes in 2025

Verified emissions from the Finnish installations under the EU ETS were 11.9 million tonnes in 2025. The reported emissions fell by 10.5 % from the previous year.

The consumption of natural gas fell by 20 % compared to the previous year (calculated as energy). The consumption of peat fell by 42 %, and the consumption of coal fell by 66% compared to 2024 (calculated as energy). The use of renewable fuels, which meet the sustainability criteria, remained at the previous year’s level.  

The development of emissions is influenced by, among other things, weather-related fluctuations in the demand of heating energy, electricity consumption and domestic electricity production, and the production volumes of the process installations included in the EU ETS. Total energy consumption increased slightly in 2025. Domestic electricity production covered 92 % of the total electricity consumption and net electricity import increased 41 % compared to 2024.

All installations included in the EU ETS must submit a verified emissions report covering the previous year´s emissions by 31st of March. For 2025, all 505 installations submitted their emissions report by the deadline.  

Waste incineration plants reported emissions data for the second time in 2026. All nine plants submitted verified emissions reports covering 2025 by the deadline. The emissions from waste incineration plants totaled one million tonnes of carbon dioxide. The emissions from waste incineration plants are not included in the total emissions or other statistic. The emissions data from waste incineration is presented in a separate attachment.
